The basic policy that each university prescribes what kind of competencies need to be acquired to grant a degree based on their education philosophy and that will become students’ learning achievement goal The policy for graduation approval/degree awarding Diploma Policy (DP): The basic policy to prescribe what kind of curricula need to be organized and what kind of education contents/methods need to be implemented to achieve the diploma policy The policy for curriculum organization/implementation Curriculum Policy (CP) The basic policy for each university to accept enrollees in light of the education contents, etc. based on the said university/faculty’s education The polity to accept enrollees Admission Policy (AP) CHAPTER 2. DEVELOPMENT OF THE DIPLOMA POLICY Chapter 2. Development of the Diploma Policy MISSION AND VISION THREE POLICIES Development of the diploma policy shown in the guidelines in the preceding chapter is explained in this chapter. The mission, vision, policies other than the diploma policies are also explained in relation to the diploma policy. The mission in education institutions and organizations (universities, faculties, graduate programs, etc. and hereinafter abbreviated as “education institutions”) is short descriptions of the education institution’s mission, objectives, roles, significance of existence, etc. The vision is short descriptions of the education institution’s future vision, ideal state, etc. The mission and vision prescribe the education institutions’ activities for a long term and these should not be changed frequently; the education institutions thus need to develop them mindfully by reflecting the needs of the industrial sector and local communities. Depending on the education institutions, the same contents may be stated in the form of education philosophy, instead of the forms of mission and vision. Whatever the case may be, each education institution needs to develop three policies of the diploma, curriculum, and admission policy under the mission and vision or education philosophy. Part of the Ordinance for Enforcement of the School Education Act was revised in March, 2016 and it was legitimated that all universities are required to develop three policies of the diploma, curriculum, and admission policy in a consistent manner.
